NCIS TV Show A team of special agents, operating outside the military chain of command,

regardless of rank or status. The NCIS team of investigators is led by Special Agent Leroy Jethro
Gibbs, an experienced investigator who oftens times uses unorthodox, but always effective methods.
Whether investigating murder or espionage, the NCIS goes global in their quest to solve every crime with
Navy or Marine Corps ties.

Pop Matters
Sure, NCIS is a procedural show, with a significant forensic element, and yes, it's set in the Headquarters of the Naval Criminal Investigation Service, but these are mere details. As with House, in each episode of NCIS, the case is all but incidental to the dynamics among the ensemble of distinct characters, and the comic sparks that result.

NCIS may be the most perfectly unobjectionable series on TV. It's hardly different from a CSI or Crossing Jordan, except for its air of squareness — which it's trying to shed (within reason). NCIS is congenial, lightly risqué, and briskly paced while avoiding unsettling images.

I was still lamenting the loss of "Quantum Leap" when series creator Donald P. Bellisario came out with his new series, "JAG," in 1995 on NBC. I, along with most of America, soon abandoned it, because it was a little too generic and unexciting. When it moved to CBS in 1997, the viewers came back, but not me. Now there is a spin-off called "Navy NCIS" on CBS, and though I think "JAG" fans will like it, I didn't.
