Pop Matters Sure, NCIS is a procedural show, with a significant forensic element, and yes, it's set in the Headquarters of the Naval Criminal Investigation Service, but these are mere details. As with House, in each episode of NCIS, the case is all but incidental to the dynamics among the ensemble of distinct characters, and the comic sparks that result. Roger Holland EW.com NCIS may be the most perfectly unobjectionable series on TV. It's hardly different from a CSI or Crossing Jordan, except for its air of squareness — which it's trying to shed (within reason). NCIS is congenial, lightly risqué, and briskly paced while avoiding unsettling images. Gillian Flynn Entertain Your Brain I was still lamenting the loss of "Quantum Leap" when series creator Donald P. Bellisario came out with his new series, "JAG," in 1995 on NBC. I, along with most of America, soon abandoned it, because it was a little too generic and unexciting. When it moved to CBS in 1997, the viewers came back, but not me.
